How can I write a shader in godot 3.5 to read from the screen, detect glowing areas and enhance the glows or add bloom manually

What is emitting the glow and why won’t You apply individual shader to its instances ?
How is this glow effect created ? Multiplying colors or enhancing alpha ?

I have a driving 3d game running on gles2.
My vehicle’s lamp meshes glow but wont bloom.
My environment has a panaroma sky with hdri
