I am new in game daveloper world i want to learn everything and make rust type of game so my question is that can i make a 3D games or RUST type of game in godot or which programing language is best C# or C++

You can make any type of game in any modern engine.
There’s no “best” programming language. Use the one you know or want to learn.
I recommend GDScript for starters.
