Can't open project in Godot 3.2.3

OS: Windows 7 Ultimate 32-bit
Godot Engine: v3.2.3 Stabel
Processor: Intel(R) Celeron(R) CPU N2840 2.16 GHz (2 CPUs)
Graphics Card: Intel(R) HD Graphics
Driver date: 8/31/2020
Driver version: 10.18.10.5161

Issue Description:
Sometime can’t open my just empty project in Godot 3.2.3 but sometime i can.

Error on Command Promt

I don’t know why. its just new empty project.

i ask this due to inconsistent errorr.
cause sometime i can open any project in godot 3.2.3 but sometime it can’t open just empty project

You seem to be having issues with GLES3, try using GLES2 instead.

To do that whithout being able to open a project, open the project.godot file and add:

[rendering]
quality/driver/driver_name="GLES2"

If there is already a [rendering] in the file, simply put the second line under the existing [rendering] section.
