Help with Z fighting along shorelines

Does anybody have any solutions for fixing z fighting, where the shoreline of islands in a game meet the water? I am trying to make an ocean shader that procedurally generates waves at shorelines, which has caused a lot of issues with render order. Render layers didn’t seem to fix it, but I was able to fix some of the problematic aspects of the ocean shader, by reducing the ocean meshes sorting>offset sufficiently. I am still experiencing a shuttering affect however, where the water meets the shoreline.
