How to create a "level template"?

Question

I’d like to create a “level template” scene that basically serves as a folder structure, where each level basically just adds assets as children of each folder. (For example, a “Layout” Node in the template that I can add a navmesh/collision/art assets to). I’d like to be able to edit the template structure and have those edits propagate to all of my levels.
The general consensus I see is that “inherited scenes” are to be avoided. If that’s the case, what’s the best way to go about this?
