How to work with larger atlas textures?

Question

What’s a good way to work with atlas textures that are larger than a single tile?
Patterns don’t really work in my case because you can’t select multiple patterns and place them randomly using scattering. Using “Place Random Tile” and “Scattering” with patterns doesn’t work anyway (see below).

Setting them up as larger tiles is also not ideal because then they can overlap like this…

What’s a solution for this problem? Is there an addon to solve this issue?
