I have tried launching Godot through Steam

I have tried launching Godot through the win64.exe

I have tried launching Godot through terminal, when launched through terminal I encounter the error listed above
Steps to reproduce:
1. Lanuch terminal (I used Powershell)
2. Drag and drop the exe into terminal, Godot Project library launches
3. Double-click on desired project
4. Project library disappears, terminal window shows error
Some online suggested running in compatibility mode, which I tried but the same issue occurred.
