Visible spotlight in fog

Question

I am attempting to make a car in a foggy environment, and a major required aspect is having very visible headlights in fog. I’ve tried using a spotlight with volumetric fog, regular fog, fog volumes, and none of these have worked (meaning the beam is only visible head on, and is completely invisible from above or the side regardless of settings) There was an earlier thread that mentioned this and a screenshot was posted of the exact effect working but with no explanation of how they were able to make it work. Ideally it would also create shadows with the player, but i can do that manually later.
