wrong normalmap display when load scene using pack file

if in godot engine editor. normalmap is correctly display in viewport.
this is a picture i take from the editor. using temporary sun with strength 1 (default).

but when pack that scene and load as DLC using game master, the normalmap is looking weird.
this is a picture i take within gameplay. using gameplay sun with strength 1.5 (i increase it 0.5 for more look sunny day).

but when i debug check normal scale value, the value is not change (in editor i set 1.5 and in gameplay still 1.5). so what going wrong here? can someone help me to solved it.
