No, but you can add a shortcut from your browser to you home screen, right now I am replying this with my mobile phone.

There is actually an android / ios app called DiscourseHub. With that app you can link every forum based on Discourse, including this forum.

Just to add to that: DiscourseHub only manages notifications for you so that you get pings etc. For using the forum itself, it just shows you the mobile website.

There is no plan to provide a dedicated app for this forum. The mobile website works just fine.
