Godot 3.0 not working export android apk file doesnt install on android
but 2.1 version working
what is the reason of this?

Android version 4.4.2
Godot 3.0 requires open gl es 3.0.
what is your phone? does it support gles 3.0?

By the way, the Samsung Galaxy Grand Neo has a Mali 400-MP2 GPU which only supports OpenGL ES 2.0; it cannot run Godot 3.0 which requires OpenGL ES 3.0. However, it can run Godot 2.1 and will be able to run projects made using Godot 3.1 once it is released.
