every time i import my pixel art it is either blurry or it doesn’t allow me to edit out the back round. and is there a way to make art in Godot

Make sure you import images that already have a transparent background. To stop them from being blurry, select your image in the file system, go over to the Import tab (next to Scene), click preset > pixel 2d, and then at the bottom of the panel click Reimport.
To make art in godot you could try the plugin Godoxel

Most importantly, make sure the art you are importing is of high quality. You can’t just upload any old image or good art and expect it to be accepted. Make sure the image is high resolution, free of watermarks, and doesn’t feature copyrighted materials. We also recommend using a reputable service like imgur to avoid any unwanted issues.
