A place where we can open structured issues, organize discussions by categories or labels, and track progress collaboratively.
The current forum is helpful for conversation, but it would be great to have a space that supports project-based or problem-based collaboration more efficiently.

For intra team collaboration, that should be something decided and implemented by each team, including bearing the costs.
We can’t expect the foundation to finance our development teams backend, neh? 
As @dragonforge-dev pointed out, for the Godot engine and associated foundation repositories we have GitHub (and every team has that to for free, by using a private ou public repository on GitHub)
For ad hoc collaboration and discussion, the forums are quite adequate, since we can bookmark threads for future reference, etc.
