Is better 3D or 2D? I inted in semplicity to create it?

Creating 2D games is much simpler than creating games in 3D especially when rotation is concerned.
But a game 3D without camera rotation can be defined 3D?

Some 3D games have 3D graphics, but the camera does not rotate around the objects in a scene. Take the Super Smash Brothers series. The camera does not rotate around the scene, but the graphics are 3D nonetheless.
