I’m in a game jam right now and the export template is just not downloading
what I can do now?

Try downloading from other browsers or other devices, or try with other network. I downloaded without issue.
Or you can download it from inside the godot editor, don’t need to download it from the site

Is this from the website directly, or in the editor?
If from the editor you may have to find the download online, probably here for 4.2.2-stabe
If the website is failing to download then maybe it’s not serving right, or down; maybe the game jam is popular and putting godotengine.org under heavy load. In this case you could try compiling the template you need from source, first clone the repo from github (over 1.6GB, but maybe you could shallow-clone) then use
scons target=template_release platform=<your target platform>
