Graphic corruption/scaling issue in editor and running 'game'

Just started using Godot proper and I noticed in both editor and when I am previewing the game I see the following scaling issues. Does anyone know why? It goes away depending on window size. My desktop scaling is set to 100%, it is FAR worse if I move it to a second monitor that is at 150%

This is my follow up in another post, Godot editor looks corrupted - #4 by xxsmbr Nvidia pushed an update and it caused this all of a sudden.
