Doesn’t seem like you are calling the rotate_bird function. You may be getting a warning along the lines of “Statement has no effect”.
Without parenthesis rotate_bird merely states that the function exists and does not call it.
move_and_collide(velocity * delta)
rotate_bird() # must have parenthesis to act
