Vulkan rendering - black stripes that flash ( Forward+/Mobile )

Help! Horizontal glitch bands appear in an empty project with Forward+ and Mobile renderers. They disappear in the editor preview window but show up as soon as I click on the game window. Sometimes fullscreen helps but the bands come back when I move the cursor. Resizing the window temporarily fixes it. Compatibility (OpenGL) mode works perfectly fine. RTX 3080 Ti, recently updated NVIDIA drivers — could this be a driver issue?
