What is the red outline on oversize tiles?

I’m learning about tilesets and have some objects that take up multiple tiles. What is the red outline that shows the tile location called? How can I move it so that the tile the tree is on matches up with the base of the tree?

The red line is the tile boundaries. You can change it by modifying the Rendering -> Tile Origin property of the tile in the Select tab or in the Painting tab of the TileSet dock.
