I found this awesome pixelart water shader on Godot shader but the instructions are really hard to execute

Question

If anyone has any resources or tutorials that can be followed, or even want to take a crack at clearer instructions that would be of great help. I have tried about six times and cannot get the actual shader to work. I manage to get the tile map into a subviewport and apply the shader but it always appears black. I also have no idea where to actually place the caustic texture and highlights.
